i have a twin brother and although we don't get along i do feel as though i know how he is feeling when he's near me and i know how he feels towards questions he's asked, when i look at his facial expression i interpret things others don't. I can't totally explain it but it is like we have some sort of affinity. Perhaps that's because i've grown up with him or because i'm his twin, i don't know.

Its probably because he looks like you, and you can associate his facial expressions with yours, when your mad he probably looks like you when your mad so youll think hes mad, when hes sad you associate it with the way you look when your sad, thats my best theory, and if your fraternal twins i dont know, but you cant literally sense how someone else is feelings, you just get cues from the physical signs, you may not notice because it could be on the level of your subconscious

It's definitely because of similarities in non-biological development. I doubt it has much to do with biology, more psychology I feel. Just get 2 people of similar age and let them grow up together and I'm sure it won't be too different to your situation.

yes, twins are commonly known to sense how the other twin is feeling. They often even know what the other twin is thinking without them saying anything.
