Is this a beneficial thing or a harmful thing? I researched and think that 'apoptosis' means 'cell self-destruct' or 'cell death' and that neuroblastoma is a cancer. So this is not beneficial, right? Does it basically mean "Maltol forbids the death of cancer cells"?

You are correct...this is a harmful thing. When cells become infected with viruses, or lose control of cell growth (cancer), or become "worn out," the body often sends out chemical messengers which trigger "programmed cell death." This is also called "apoptosis." Your body does this to prevent itself from harmful cells or invaders that would otherwise proliferate in your body.
So the statement "Maltol inhibits apoptosis of human neuroblastoma cells" essentially means that this organic chemical (maltol) prevents the cell from destroying cancerous cells in its nervous tissue. This allows the cancerous nervous tissue cells to continue growing and eventually cause great harm to the body.
