Newdivide1701 say: On Ceres based upon its small size, the city would have to be underground. And the dwarf planet would have to be rotating to at least have a decent gravity, therefore the city's "ground" would be facing outside. As well since the planetoid would have to be spinning, then the cities would need to be near the equator with the entry points on the poles to ensure ships can take off and land properly.

quantumclaustrophobe say: Too soon to tell just yet... I doubt there would be cities though; maybe an outpost or research station, but... cities? You'd need a resources and activities to support a *lot* of people, and... neither place is going to contain those resources.

Mutt say: I'm not going to say "never", but it's very difficult to foresee that happening. First, we don't have the technology to get there in any reasonable amount of time to make travel and back forth worthwhile (if you have cities, that imply trade with other cities, and that would have to include cities on other planets). And second, the gravity issue would have to be handled. They have very low mass (compared to Earth), which means they have a fraction of the gravity that humans are build for and accustomed to.
But who knows - Maybe in 5000 years, these can be overcome, and we will have colonies and cities extending out to Pluto and the Kuiper Belt, and possibly other star systems as well. It's hard to know what technology will be like then.
