This question came up during a discussion at work several months ago. At the time I calculated the energy it would take to stop the Earth's rotation. I don't recall the answer now and I'm not going to recalculate it, but I figured it in terms of the number of "Tsar Bomba" thermonuclear bombs (the largest hydrogen bomb humans (the Russians) have ever exploded - look it up in Wikipedia). The answer, as I recall, was several billion of these devices, simultaneously. Qualitatively, this would make a real mess of the planet.
After the rotation was stopped, the result would extreme high temperatures on the side facing the sun and extreme low temperatures on the side facing away from the sun. Look up the planet Mercury on Wikipedia.
