Explain the placement of optical telescopes

It is better for using them to be placed where light can enter them.
Some are used to inspect the insides of jet engines and intestinal tracts, surveying property, observing ship movements, sporting events, and gun range targets, photographing wildlife, looking at distant objects outside the Earth's atmosphere.
Most astronomical telescopes are where there is a good view of the sky, down to near the horizon. Some are remote from many lights. Some are on mountain tops. Those places have best conditions for observing the night sky. Some observe the sun, and are placed where heat from the ground does not disturb the air.
Some telescopes are on satellites in space. This gives very good images in many wavelengths of light.

As high as practical: above as much atmosphere as it makes sense to do. Away from the artificial lights in populated areas. Outside.
