Find a statement from any government which says "there are no aliens".
You just make this stuff up.
Its kind of like when someone lies and has to make more lies to cover the first lie. That, coupled with the governments fear of rejection by its people should they decide to disclose the real information. But that's highly unlikely to happen, at least in our lifetime.
