Yes.

The faster you move, the slower time passes for you relative to your surroundings. The effect is called "time dilation" and only becomes really noticeable at very high speeds.

Time, as a perception of motion, is affected by motion. And so far as theoretical science is concerned, time is but the perception of motion. However, were time to be an external force, then no, it would not be.

And, of course, there is this whole paradox thing associated with it. Basically it goes something like this: If one of a pair of twins were placed in a rocket and taken to near-light speeds, he would see his twin as moving away from him while he was not moving at all. Yet, the twin on the Earth would experience the exact same perception. Which one ages more?

Until we can actually test this, this is all well an good to STAY theoretical. Just because you can prove it mathematically does not mean it is the absolute truth. Though it probably comes close.

BUT!!: If there is a central point in the Universe around which all things rotate, and there fore move, time as an external force can be affected by our motion, and theoretically would be on a constant basis, though we would never feel it. This would also mean that there is theoretically a way for a man to live forever, by standing in that exact center. Everything would be moving around them at that point, and they would be standing still, both in time and space.
