are they going to do something to reinforce electricity so we dont lose it. What would failure mean to people who depend machines like life support etc?

The only thing we really have to protect are the satellites in orbit, and they've been doing that since they put them up. We get hit by solar flares all the time. Many times already this year. 2013 will just be more of them. If there are electricity outages, they won't be any worse or more preventable than ice storms or people hitting poles.

Last time I checked, we didn't know enough about the sun to predict a solar storm 2 years out.
We don't know enough about the sun to even explain why it went into a deep solar minimum in the past few years. We can't even predict solar flares with any real reliability to say how strong they will be. We can just say, "The probability of an M Class solar flare is X%."
So what makes you think that there is going to be such a massive solar storm in 2013.
Solar Maximum is predicted to happen in 2012 to 2013. We can't even predict that with any reliability. The one thing that is realistic to say is that it likely won't be a strong one. The last few solar maximums have been somewhat strong.

We will begin to see a lot more Solar Storms in the next few years as the Sun is currently becoming active as part of its 11 year-ish Cycle. The Sun will unleash harmful Coronal Mass Ejections and Solar Flares, fortunately for us, The Earth has whats known as a Magnetic Field. The Magnetic Field is created through convection in the Earths outer core. Convection is the movement of liquid around the core which creates an electric charge, and this forms a protective shield around the Earth. This protective shield deflects or absorbs this harmful Solar Radiation. The Magnetic Field will continue to absorb Solar Radiation until it can take no more and a process called, Magnetic Reconnection occurs, this process is the release of the Radiation from the field, this creates the wonderful aurora features that can be seen at very high latitudes.
