A tiger sees water as part of it's natural environment... it voluntarily enters water and enjoys doing so.
A lion will do what is required to make it from point A to point B... but large bodies of water (still or flowing) are not part of it's everyday environment and while it can swim it is not going to win a competition in it... simply because it will never be interested in competing with a tiger to swim a 100 meters in an olympic size pool.
The two don't meet in nature. There is a reason for that. They each specialize in surviving in opposite environments.

Tigers are better seeing as how they spend more time in water. However its not true that Lions don't go in the water often cause they migrate with the other animals. And Zebras, giraffes, and wildebeest migrate through water every year.

How do you measure and compare the swimming skills of big cats? The time it takes them to swim 100m? The time it takes them to catch the fish for dinner?
