like somethings that make a rain cloud is it possible for scientists to do that? i mean we made artificial light why not clouds/rain?

In a confined controlled area in may be possible. However it requires low pressure, humidity and various temperature changes. It can be done with a bike pump, a 2 liter bottle, cork and a dab of alcohol and water. This can emulate clouds and condensation but not rainfall
