You are right, the hand is not on the 4.
It should be on 4.25 ( 4 + 1/4)
There are 360° for a complete round, that is 12 hours
So that 1 hour is 30°
4 hours is 120°
And1/4 h is 7.5°
The hour hand is at 127.5°
The minute hand is at 90°
The angle between them is 37,5°
