is the term "components" used interchangeably with "scalar components"?

A vector component indicates both the magnitude and direction of the component.
A scalar component indicates the magnitude only.

Here's a vector
V = 3i - 4j + 2k

THe vector components in the x, y and z directions are as follows

x: 3i
y: -4j
z: 2k

The scalar components of the vector are

x magnitude: 3
y magnitude: 4
z magnitude: 2
