Because of Bernoulli's Principle. This means that a medium (air) moving across a body (your body) creates a slight low pressure right above the surface (your skin) and this carries away tiny amounts of water molecules on the surface of your skin which take away heat with them. Less heat means the sensation of a cool breeze.
Oh and you are still right about the friction heat thing, but its just on such a small scale that it makes less of an impact than Bernoulli's Principle. But perhaps if you were being dragged through "about to dry concrete" at a really high speed then in that case the friction would win.
