If we slower the light rray, can we see past?

And of course, the farther away S > s we are from the source of the light, the farther into the past T = S/C we are seeing those images from.Weve been able to look more than 13 billion years back to just short of the big bang because that light is just now reaching us here on Earth.Yes. Even light traveling at normal speed contains information from the past (especially over great distances).......
If light is travelling in air and we have put on diamond lenses(refractive index 2.42) and light passes through the lenses, the light ray should get slower.
My question is can we see in mere past if we use this technique?

All images arrive in our eyes from the past. It takes time t = s/C to travel even the shortest of distances s at the speed of light C...even slower light, c < C, that travels through something other than a vacuum. It just takes us further back in time over the same distance when the average light speed is slower than vacuum speed.

And of course, the farther away S > s we are from the source of the light, the farther into the past T = S/C we are seeing those images from. We've been able to look more than 13 billion years back to just short of the big bang because that light is just now reaching us here on Earth.
