Why do the two instruments sound "in tune"

Youre off in the distance and you hear a flute and trombone playing. They don't sound out of tune. Why is this?

Is it because they are the same frequency? They are harmonic?

They would be on the same frequency if of the same pitch, but in tune at different pitches would be a harmonic relationship.
