If EMP devices were used against every country in the world, in say, some future world war, how would it actually effect the world? Would we recover quickly? Would it send us back an age in technology? Would we lose all our electronics permanently? Would life ever be the same again?

Assuming the EMP pulses were enough to cover the entire globe, no omissions.
Things that would be spared are:
military electronics which is hardened against this
data on DVD and CD
Electronics that are stored in shielded containers, or underground. This includes electronics stored in those large steel shipping containers.
Electronics under water such as in submarines.
That is a lot of stuff still available.
But the transportation network would be dead. Almost all autos and trucks, aircraft, etc. The electric power system, and probably the water and sewage systems.
The question is, could things be restored before starvation set in. I don't think so. But I think there would be an eventual recovery, but only after years and lots of deaths.
But the bigger issue is: you could not blanket the world without setting off thousands of nuclear bombs, and the other effects of those bombs would be much more important, such as death by radioactivity, and contaminated air, water, and soil.
