Why is it harder to see the road at night when it's raining than when it's dry

Some lights come from the moon, stars or other human made light source. But when its raining, the light reflection that travel to your eye would be bended by many of rain drops which has certain index of refraction. So that the object that you supposed to see several meters in front of you would be dimmed or blurred, because the light travel path was deviated and no longer traveling straight to your eye.......
