If potential difference in induced electric field due to changing magnetic field has no meaning then what does induced EMF mean?

An electric field does have a meaning. At any point in space there is an electric field caused by the changing magnetic field.
In practice it is far simpler to look at a single closed loop which contains a magnetic field.
As the field alters you COULD work out the electric field at every point then sum them to get a total.
But it is far easier to find the total change in magnetic flux.
Divide this by the time and it gives you the same result.
Which also happens to be the energy that could be given to a unit charge.
That is the definition of (induced) EMF, electric potential and volts
