What would out life be like if top speed of light thus anything was only 1000 miles per hour?
Some weird things would happen but I can't think hard enough to figure it out.

I'm not expert on this but I would think if we lived in a world where top speed was 1000 miles per hour we would not notice any difference.
But to an outside observer, if there could be such a fourth spacial being we would be moving very slowly I guess.

Well, I doubt much, I suppose that life would be a few hours behind, considering light would take longer to reach the earth that what it does at the moment, so, originally, it would take longer for the light to reach plants etc. So, generally, everything I assume would be slower than it is (such as seeing an object, the light would take longer to reach the retina of your eye, but I assume not much in all honesty). This account for scientific study of stars etc.
