DEpending on the age of the cemetery, it may or may not be haunted. Older cemeteries are more likely to be haunted, just because of the way cemeteries used to be used. The were not only a place to bury the dead, but also a place for the living to come and remember their ancestors. Picnics in cemeteries used to be common.
However, spirits that are in cemeteries are also likely to stay in the cemetery, not go visiting to nearby houses. I have known several people that lived close to cemeteries, as well as visited churches by them and not had any paranormal experiences.

Most are haunted, but pretty much every place is. Infact its good to live close to a cemetery as they keep the other spirits away. Spirits are typically territorial.

Ghosts aren't real. So no, it's not haunted, and neither is anything else. It's just a superstition.
