For example, although its clear to me how for example -6/-3 is positive two, when its a fraction that cannot be further reduced (say -3/-5)... ...that could just be rewritten as 3/5? (or in decimal form positive 0.6).

Yes a negative divided by a negative makes a positive so a negative numerator over a negative denominator can just be rewritten as positive. btw -3/-5=-1*3/-1*5 and the minus ones cancel out which gives you 3/5
