why isnt the number 11 said as onety one?

Language evolves over time. For instance, the German for eleven is elf. I would guess early forms of English borrowed that word and, as they evolved, elf turned into eleven. I seriously doubt any one person broke the naming pattern as a prank. Rather, I imagine some ancient languages that predate decimal (or whatever base) number systems had distinct words for small numbers. As these words proved insufficient, more complicated schemes were invented using the existing rather arbitrary words as a starting point. When decimals came around, naming conventions based on decimal representations became popular, but these sometimes clashed with the old one-off names for small numbers--hence "eleven" instead of "onety-one" or similar.
