I know the answer is 16 000 000, but I am wondering how one would solve for x to get to the final answer

You could first rewrite x as: (square root)x [as in the power/root rule for exponents]
Then, to eliminate the square root, you would square both sides, secluding the x variable.
4000 squared is 16 million.

x=4000^2 = ...
