How to divide 32 / 529 by hand.

I have 529 on the left and 32 under the box. I add a 0 to 32 to make it 320, then another 0 to make it 3200. But, where does the decimal go?

The correct answer is .0604.

Actually, the answer should be .0605 since the it would be .06049..., therefore, rounded it, it would be .0605.

You have the right answer.
For this type of problem, put the decimal point directly above the place where it would go in the demominator, before you start adding zeros. In your case 32.00000 The extra zeros, as you probably already realize, are there to make it easier to divide by the much larger 529.
