When you are rounding up or down. If it's 5 - 9 then you round up, if it's 1 - 4, then you round down.

Yeah pretty much you have your question already answered here but you should remember: if you`re dealing with money then rounding always goes up.
For example if you have $4.000000000001 it will still round up as $4.01
For example if you have $4.000000000001 it will still round up as $4.01
