I am confused because I have been told Virgina, Virgina & Maryland, no state, etc.

DC is NOT in any State. It is between States. It is a special area not under the government of any state.

It is not in a state. It is a "Federal Enclave" a city without a state, existing on federally owned land. Geographically it is wedged between Virginia and Maryland along the Potomac river.

Washington D.C. is not in a state. It is directly overseen by the federal government, instead of having a state government. (No governor) It does however have a mayor and a city council.

Washington D.C is not part of any state. It's a federal district. The federal government controls it.
