at the beginnning we got told if we quit we had to pay like £300-£400 but does this count after a year (the course is 2 years)

I am assuming that you are actually a student in the UK.
I was in charge of BTEC Engineering courses for many years at one of the biggest colleges in the UK. No student ever had to repay money to the college if they left a course early, even if they left after just a few days.
Who told you that you had to pay this money and to whom would you have to pay it ?
It all sounds very odd to me.
I would urge you to seek advice from, for example, your college's student services before chucking your course in.
However if you do decide to leave you should not have to pay any money back to anyone.
