Well, there probably never will be full factual disclosure. That fact is true of all environmental tragedies, including Amoco Cadiz, Exxon Valdez, Hurricane Katrina and the BP Spill.
HOWEVER... here are some EPA and other websites that you can scan for basic information, time-series of events, facts regarding the breach and loss of oil, response time, response intensity, diagnosis of the problem, implementation of treatment, etc., etc., etc.
Anyone who gives you a summary on YA in a few paragraphs is misleading you in one way or another. You, personally, are going to have to do hours and hours of research. Even if you do the hours of research, you will find yourself driven to "cherry-picking" facts because the full scope of the event cannot be digested by a single individual, or a single government agency.
