Yes. It would just be a swell at sea, the further out you are, the safer you are. There's no lateral motion to the wave, it's just an energy pressure wave. You've got to be pretty stupid to capsize a boat in a tidal wave like the cruise ship in Poseidon adventure or in 2012. If you were by a reef say diving by a coral reef, you'll find yourself high and dry for a while, then lifted way up above the reef and dropped back down so you might get damaged by the reef, but if you're on open water, that's the safest place to be.

Yes. For practical purposes, they would not notice the wave passing under them. Friends of mine were surfing (or going out to surf) when a tsunami happened in Samoa. They had no problem because they were quite a distance out (being towed well beyond the reefs, they watched as reefs that were usually barely inches above the surface at low tide "grew" to more than two metres above the surface at close to high tide). But... on the shore line: devastation!
