For a neutral solution [H+] = [OH-] = 1.00x10^-7M
A solution is defined as basic when the hydroxide ion concentration is greater than the hydrogen ion concentration as is the case in your question.
Kw = [H+][OH-]
[H+] = 1.00x10^-14 / 4.6x10^-6 = 2.2x10^-9M
[OH-] > [H+] ..... therefore, the solution is basic
