that would be great.-Only C will. The other three will produce very weak bases that are conjugate bases of strong acids (NO3-, Br-, and Cl-). They will not attract any H+ ions.......

If you could explain why so I understand, that would be great.

Only C will. The other three will produce very weak bases that are conjugate bases of strong acids (NO3-, Br-, and Cl-). They will not attract any H+ ions. However (PO4)3- is a stronger base that will attract some H+ ions, so the solution will become basic.
