Please explain the answer, as I don't understand what 4th ionization energy is.

Ionization energy is basically the energy it takes for an atom to loose an electron. The 2nd IE is the energy it takes to loose an additional electron. So the 4th IE would be the energy it takes for the atom to loose a fourth electron. Cl should have the lower 4th IE. This is because after loosing 3 electrons, Al would have a full octet and it would take a great amount of energy to remove the next electron, but it would not be that big of a deal for chlorine to empty a single p orbital. If it were the 3rd or lower IE, Al's IE would be much lower than Cl because Cl would be getting further and further from it's octet while Al would be getting closer to it's octet.
