The tree is loaded with apples that have started to turn red, but one branch is blooming. I've never noticed this before. Has anyone seen this before?

Yes I've had similar things happen. Not with an apple, but a plum tree.
I'm not sure "how" it happens, but through observations I've realized that:
When winter isn't cold enough the plum tree blossoms far too early.
As far as I know a tree should be in perfect synch with itself, has it been grafted by any chance? That would explain why the same tree is blossoming and fruiting at the same time. I have a grafted plum tree that makes two types of fruit, both taste horrible 3
