You need to remember that most palms grow in nutrient poor soil. So they have evolved the ability to conserve what they find and reuse the nutrients from older fronds (leaves) in order to more quickly produce the new ones at the top of the plant. The dead fronds provide places for animals to live. The animal waste is also a good micro-nutrient source, especially in cooler regions to which this palm is suited and which often have more rain and, as a result, lower soil pH. Micro-nutrients are harder for the plant to get in low pH environments. The dead fronds also funnel dew and other moisture to the roots; important in desserts and other arid regions.

Because that's is the best way to protect the base. It's an evolution thing.
