That is because in rabbits, the fertilization is "internal"... so the chances of fertilization are greater. The male inseminates the female and the sperms are released directly into the female reproductive system.
But in frogs, fertilization is "external".. happens outside the female body and hence the female releases more number of eggs to ensure greater chances of fertilization.
