Proximal tubule can actively transport both water and ions. This is the location where most of the exchange takes place.
Loop of Henle, however, is more specialized. The ascending Loop of Henle can exchange water but not ions with the pre-urine. The descending Loop of Henle can exchange ions (not water) with the pre-urine.
