Does it formed by one parent with brown and the other blue? Thanks

No. Your eye color is determined by how much melanin you have. If you have very little melanin, your eyes will be light blue and you will probably have light colored hair. If you have a lot, however, you may have brown or hazel eyes and darker hair. I'm pretty sure green is somewhere in the middle.
