excluding health issues , natural disasters , other disasters , humans maximum ability to live . I'm not asking about averages , I'm asking when perfect human born and then without those disasters with perfect conditions , maximum years he can live , is it increasing or decreasing by over the years ?

Definitely Decreasing,
Our grand fathers used to live up to 90 years, and our younger are now living only around 60 even they have a great medical facilities.
If we count it as individually our life span is becoming less.
In older days people died because of no cure diseases and no proper clinics. but people who lived had a longer life span like 80 - 90 years. but now the death rates are down but the life span was short like 60 - 70 years...

There are increasing health studies, vaccines, cures, all that stuff every day. So that right there will help us live longer. BUT. Our diet, pollution, cancer, increased obesity rate(especially in children, they are calling it an epidemic it is so bad!) is basically cancelling all the goodness doctors and scientists are doing for us. So really I think it's not going anywhere!
