Jeffrey K say: If they are 65 million light years away, they could barely even see the milky way galaxy. They could not see our sun, certainly not the earth, and not any dinosaurs running around.
There are probably aliens in our galaxy within a few thousand light years.

There is a pretty good chance that there are aliens within a few hundred light years of us. If there are, there would certainly be aliens in other galaxies, including those between 65 million light years and 248 million light years away.
