Yes, definitely, but through the atmosphere it's difficult because of all the temperature and weather changes occurring from the Equator to the poles, so the Earth would rather be circled E-W or W-E where temperatures and other factors are constant.

Polar orbit. I can't think of any manned spacecraft that have been sent into polar orbits. Plenty of satellites-it's a handy orbit for spy satellites. Maybe the Russians have, but I don't think NASA has.

Why not? Planes fly over the Arctic all the time, as that's often the shortest distance from North American cities to Europe.
