Is the reason USA has abandoned its manned space program because we opted to spend the money on welfare ("butter vs guns") or because we already have something way better which has not yet been revealed?
Uncle Sam always has secret programs going on and the last one which was revealed was stealth aircraft. That was a long time ago. One would assume that we have way cooler stuff by now which has not been revealed.

[Intro: While I don't believe in aliens or conspiracy theories, I totally LOVE the stories they make for!!!]
My favorite explanation of UFO's holds that they're really from Earth, but not Earth-Now. Rather, they're from Earth and human beings far, far in the future.
That makes much more sense than E.T. explanation. I mean, why would other civilizations from other worlds let primitive Earth governments cover them up and keep full disclosure of them from the people?
They'd have a totally different agenda.
BUT!!!
If they're concerned about revealing themselves to us too soon -- and letting the avg Joe in on time-travel technology -- they'd keep themselves a secret as best they can. Only unintentionally and/or accidentally would they let us see their crafts.

Stephen Hawking threw a party for time travelers and announced it the next day, nobody went. Thus proving that there are no time travelers from the future or a contingency prevents them from interfering in any way, and I don't think flying your ship directly through radar and being chased by fighter jets would be condoned in any contingency. Surely they would have adequate technology to avoid being seen or at least a kind of abort sequence where if their craft failed they would fly into deep space and eject. Even if it did fail it would be a bit more spectacular than all the UFO reports, like exploding in mid air from a reactor failure.

NASA's budget amount to $0.0048 of the federal budget dollar. In comparison, social programs (Social Security, Medicare, Medicaid) are $0.43 of the budget dollar. Military spending is $0.19.

we abandoned out manned space program because we can launch about 30 robot probes for every manned mission, plus there is no longer a military purpose to getting men in space.
