The sky, once it's dark enough.
Although it's called the "Perseid Meteor shower" after the constellation of Perseus, don't focus exclusively on the Constellation........ in my past experience with meteor showers, they can appear from pretty much anywhere overhead...... often look a bit like a Rocket / shell type of firework does on their way up.

Meteor showers are not a single event, they last days or weeks.
The Perseids started July 17 and go to about Aug 24. The peak night (the night when the maximum number of meteors should be visible) is Aug 12.
The best time to view any meteor shower (there are dozens each year) is after local midnight. The best location is away from bright city lights.

The radiant is in the constellation Perseus which is in the east northeast after midnight so look in that direction. If you have a dark enough sky, you should be able to see meteors in all directions.

The best answer is the above one, "The sky" because the meteors hit the atmosphere anywhere or everywhere.
