Here are a few guesses off the top of my head:
1. UFO sightings are given less attention in media and/or science-fiction culture is not as prevalant
2. Heavy air and light pollution means less visible viewings of night sky
3. I assume India has heavy air traffic, maybe people just assume lights in the sky are airplanes or some other "Identifyable Flying Object"
4. Maybe you haven't dont your homework and UFO's are actually reported in India as much as in developed countries
5. Maybe if someone in India DOES see something in the sky they can't explain, and has a thought that it may be a UFO, because it is such a poor country they typically wouldn't notify the government or media because when you need to work every minute of your life you possibly can to survive (such as in most developing countries) you avoid all possible scenarios that may cause attention, and in turn disruptions in your life.

Your assumption seems badly mistaken.
People in India report seeing ufo's with pretty much the same frequency as they are reported/seen in almost any other country.
