the russian space program, on the other hand, is going strong as ever. russia is actually selling rides to america on their rockets at $55 million dollars apiece. soon that will be the only way american astronauts will ever get to space again.

If space itself was the goal, then the USSR did. However, Sputnik was launched before the space race even began. It wasn't really a race, anyway. It was just a catchy phrase coined by someone. Since there was no predefinded finish line, no one really won it.

I think USSR because they sent spaceship before USA but USA sent spaceship in moon that is a great achievement.
