I found a frog I need help identifying it

I think it may be a Fowler's Toad but the only thing is that it has little red dots on its back half of his body does this make him a fowlers toad still or some other spices?

The way to separate American Toad from Fowler's Toad is to look at the post orbital ridge and see if the parotid gland directly abuts it.
