What months and what states?

The Atlantic hurricane season is officially from June 1st to November 30th. The Pacific season is roughly around the same time period. The states most affected would be any coastal state on the south east, south, eastern coast and the south west coast. By observation, we know that hurricanes in the Atlantic (tropical storms with wind force exceeding force 12 in the Beaufort scale or, 64 knots) start when the sea water temperature west of the Cape Verde islands rises over 27 Celsius. That happens usually during August.
Which states that are affected is difficult to say because hurricanes feed on warm water. Once over the land, it fades away. Hence it affects mostly Florida and the states on the east coast of the USA. How far north is up to what is considered a full hurricane. As it moves north, there is less moisture in the air because colder air can't contain as much water and hurricanes tend to decrease in force.
They are affected by the coriolis force as any large fluid displacement is, and that makes them veer to the right hand direction. Sometimes hurricanes come north to merge as a polar front low pressure and move toward north Europe. At that time, it is no longer a hurricane but a normal low pressure causing rain and wind, but not as a hurricane force.
