The warmer a parcel of air is, the more water vapor it can hold. Relative humidity is an expression of the ratio of water vapor in a parcel of air RELATIVE to how much water vapor that air parcel can hold. If the air cools and the amount of water vapor in it does not change, the RH will increase. Likewise if the air warms with no change in water vapor content, the RH will decrease.
