Gene Flow, is the in and out flux of genes to a population, if no new genes are coming in then the population risks becoming identical within themselves, and "evolving away from another population". In otherwords, gene flow keeps the population diversified and counters evolution. Like how there aren't different species of human because we all travel the world.

Natural Selection is sort of neutral to evolution will yes the "best" traits will survive that is no guarantee that it will propagate and become the dominant trait. It's based to luck mostly.
