Do we have the technology yet to make a island

Is it possible to bring land from the bottom of the ocean up to the surface so it can become inhabited by people. If it we do you think it can cause a giant earth quack or tsunami

We can't make land rise from the sea but we can fill certain areas with earth and thus make an island.

Sometimes we do it to extend land but we haven't made a proper island yet.

Mostly because it's expensive and we have no need to do it.

No advanced technology needed ;-)
