What is the force that keeps the neutron star up?

The gravity of a neutron star is not sufficient to compress the neutrons out of existence and make a black hole. Electrical forces are trying to push the neutrons apart even though they are electrically neutral overall and this is balanced by gravity and the strong nuclear force which are pulling them together.
